Detectives in Spotsylvania County, Virginia, have been working very hard to root out prostitution in massage parlours. Under strict orders from Sheriff Howard Smith, they have been “allowing” masseuses to perform sex acts on them. Amongst criminal law professors, it is common knowledge that a verbal agreement would usually be enough to support a conviction. But Smith has defended the practice, arguing that “this has to be done.” But surely the $350 tip that the detectives left on one occasion doesn’t.
