Containing the Drug Problem

Chicago City Council's idea of banning the tiny plastic baggies that $10 and $20 quantities of heroin, cocaine, crack, and weed, etc are sold in is a genius idea for winning the war on drugs. So simple it's a wonder no one thought of it before. After all, drugs can't be transferred from dealer to buyer if they're not measured and in a container. Like, what if it's windy? Which Chicago famously is. Oh, wait.
